The Quadling country is the southern quadrant of Oz, and the likely answer to the query:
In the early texts it was ruled by a witch named Glinda. Her castle is visited by the travelers, and during the royal audience this exchange occurs:
“By means of the Golden Cap I shall command the Winged Monkeys to carry you to the gates of the Emerald City,” said Glinda, “for it would be a shame to deprive the people of so wonderful a ruler.”
“Am I really wonderful?” asked the Scarecrow.
“You are unusual,” replied Glinda.
When I relate to myself I often do so from both sides of that conversation.
In Maguire’s version (“Wicked” et. al.) the “Quadling Country is described as a largely undeveloped, swampy region, with the ruddy-faced Quadlings being portrayed as artistic and sexually free” (Wikipedia). Also, it’s undeveloped and poor, but with rubies hidden in its earth, a situation exploited by the empire up in the Emerald City via presumably non-unionized mining operations.
Currently I am giving some thought to checking the ‘Other’ box under ethnicity in the coming census, and filling in the blank with:
Quadling.
